Real Estate Easements and Rights-of-Way
- Real Estate Management processes all requests for granting of easements, rights-of-way and encroachments on university property.

Facility Use Agreements
- A Facility Use Agreement documents the assignment of university space between academic departments, auxiliaries, student organizations and/or university related corporations.
- Real Estate Management interfaces with various university departments and auxiliaries to negotiate the facility use agreement rates as well as the terms and conditions.
- Real Estate Management prepares the agreements for execution and processes all related payments.

Leasing and Property Management of Real Property
- Off-campus Leasing - All requests for space at Virginia Tech are to be submitted on a Lease Justification Form to Real Estate Management for review. The Lease Justification then requires the approval of the program’s Department Head and Dean/Vice President, as well as the Budget Office (if centrally funded), the Provost Office (if academic), Real Estate Management and the Vice President for Business Affairs. Generally, the leasing of space by the university is considered an interim solution to space problems and is intended to continue only if appropriate university-owned space does not become available. Campus units may not occupy space without an executed lease in place prior to the date of occupation. The Controller’s Office cannot process payment for any real property lease that has not been approved by Real Estate Management. - Funding – At the time of the space request, the department will be asked to identify a funding source for all associated costs. Real Estate Management does not execute any lease agreement without documentation of funding by administration.
- Property Management – Policy No. 5404: Renovation, Maintenance and Repair of University-leased Facilities, specifies that all construction, renovation, maintenance or repair of university leased facilities, and the installation of equipment within those facilities, shall be under the management and direction of the Real Estate Management office. For all maintenance requests, as well as all space related concerns, the leasing department should work directly through Real Estate Management and is not to contact the landlord directly. Adherence to this provision will assist Real Estate Management in monitoring the lease and ensuring that the landlord fulfills his obligation of the lease agreement. - Lease Payment – Real Estate Management processes the paperwork to pay all lease payments, as well as other associated lease costs to include utilities, custodial, renovations, and maintenance from the funding source provided by the department on the Lease Authorization Form. Monthly each department will be provided a Banner report showing the lease payments in account codes 15250-15270 and 15350-15370. The leasing department will also receive a copy of all payment vouchers for utility, custodial, renovation, and maintenance payments.
